Workers pay the tax bill but companies also often help in facilitating the tax settlement process. With double-trigger RSUs, workers get taxed when the landmark event takes place and the equity is paid out. Landmark events usually come with liquidity which enables the worker to easily convert shares to cash to pay for any tax liability.
